Request for Qualifications for Architectural/Engineering Services – Rosedale Hall Project RFQ No. 2022.001

PenMet Parks (District) is soliciting interest and qualifications from a firm (Consultant) with expertise in Structural Engineering, Electrical, HVAC/Mechanical, Plumbing, ADA Engineering, Planning, Design, Estimation, and Construction Administration to perform preliminary engineering and prepare the final project plans and cost estimates for a building renovation project. 

Rosedale Hall is currently being used for community recreation programming and has been identified in the Capital Improvement Plan for renovation with a scope to replace or repair the structural, mechanical, electrical, plumbing, and building envelope systems.  The scope also includes improved accessibility, minor modifications to the floorplan, creating dedicated storage space, relocating HVAC equipment out of the entry, refreshing interior, and exterior finishes, and minor improvements to the site.  Rosedale Hall is a cherished facility with a strong history – improvements need to be done in a way to maintain the character of the building.  A mandatory pre-bid walk-through is scheduled for May 17, 2022, at 3 pm with a proposal submittal deadline of May 24, 2022, at 2 pm.

Capital Campaign Consulting Services

PenMet Parks is seeking proposals from fundraising professionals to provide consulting services for a $3.1 million capital campaign to support the development of the Community Recreation Center (CRC), a planned indoor recreation center that will dramatically increase recreational opportunities available to the community.

The $31.6 million, 65,000 square foot regional facility will feature an indoor multi-purpose turf field, a gymnasium with three multi-purpose courts, an elevated walking and jogging track, and community gathering spaces. The popular multi-use regional Cushman Trail will be
extended through the 17-acre site and an outdoor activity lawn will be constructed as part of the project. The CRC will transform how indoor recreation opportunities are provided to community members, and will provide necessary spaces to play, compete,
recreate, and gather.

Proposals are due at noon on February 15, 2022.

Strategic Planning Professional Services

PenMet Parks is a mission-driven metropolitan park district that is intentionally positioning itself to optimally meet the current and future needs of the community. The elected Board of Park Commissioners provides leadership and policy direction, and has
adopted strategic goals and objectives for 2022 as recommended by the Executive Director.

The District is currently in a period of transition. Many of the adopted goals and objectives are foundational in nature in order to establish sustainable and functional systems that will elevate the parks and recreation services PenMet Parks provides for the community. The District is developing a 65,000 square foot indoor Community Recreation Center, which will result in additional organizational growth and transformation. We anticipate community demand for high-quality park and recreation services will continue. Within the last year senior staff leadership roles in all divisions of the organization have been permanently filled.

PenMet Parks desires to create a multi-year strategic plan to serve as a guide as the District moves forward into its next era. PenMet Parks last created a multi-year strategic plan in 2004, and it annually develops strategic goals and objectives. In addition, the District updates its Parks, Recreation, and Open Space (PROS) Plan periodically, with the last update in 2018 and the next update planned for 2022. Each of these processes provide an opportunity to identify functional shorter-term goals and objectives to advance the mission, vision, and strategic initiatives that are developed as part of the strategic plan.

The strategic planning process should reaffirm the mission of PenMet Parks, develop a compelling vision statement with community stakeholder input, define the District’s core values, and identify overarching strategic initiatives that must be undertaken in order to achieve the vision. The strategic plan will be used as a tool to steer the District, including decision making, policy development, developing annual strategic goals and objectives, developing planning documents including the PROS plan, and creating and implementing divisional work plans. The plan is expected to be a living document that informs decision-making at all levels of the organization. It is imperative that the plan is developed and communicated to foster a strategic culture of ownership and accountability in all facets of the organization.

The District plans to embark on a significant planning and community engagement effort later in 2022 to define and prioritize community need related to parks and recreation services as part of its PROS plan update. The strategic plan will establish PenMet Parks’ mission, vision, core values, and strategic initiatives to be used as the foundation for that effort. The PROS plan will continue the work of the strategic plan by translating the organizational strategic initiatives into functional goals and objectives.

PenMet Parks Recreation Services Assessment

Peninsula Metropolitan Park District (PenMet Parks) is seeking proposals from parks and recreation consultants to complete a recreation services assessment and to make recommendations in various recreation resources-related areas across the department. The scope of this contract is deemed foundational in order for the department to continue to grow and meet the community’s needs. Primary focus areas include reviewing current administrative processes and recommending changes to meet best practices and maximize service delivery to the community, creating a cost recovery methodology, and completing a fee/services assessment. In addition, this work will help inform a Strategic Plan and a Parks Recreation and Open Space (PROS) plan in 2022.

Sehmel Homestead Park Turf Replacement

PenMet Parks has been working with SiteWorkshop Landscape Architecture to develop a conceptual plan for the turf replacement at Sehmel Homestead Park.  The scope of the project is to evaluate the existing conditions, recommend drainage solutions and turf replacement product, and assess the most appropriate project delivery method with the overarching goal to provide a high-quality project for our community.

The following items are included in the project: improved sub-turf drainage, monofilament/slit film blend, interchangeable soccer goal, and field goals, revamped field markings, and fencing repairs.  Other items that will be considered depending on the available budget include an improved entrance to the field with site furnishings, a side entrance for access to a storage area, and event power.

Mid-May 2022 Project Update:

  • This project is on schedule and anticipated to be complete and ready for public use end of June.
  • All Demo is complete
  • Subsurface is prepped and awaiting delivery of new turf
